Economic Workforce Development Program Monthly Initiative Update Report

Report for the Month of June, 2008

EHS² / ETC Training Programs
Several EHS² / ETC training programs or workshops were provided in the month of June.
A very timely training topic provided by the REBRACs this month was a class titled "Heat Illness". Due to strong customer interest, several workshops were provided. Topics covered included: What is Heat Illness?, Preventing Heat Illness, Roles and Responsibilities of Supervisors, and Developing a Heat Illness Program.
In addition, another very popular program provided this month by the REBRACs was titled "40 Hour HAZWOPER". Several sections of this popular training program were offered throughout the state. This 40 hour course provided federal and state certification for those who work with hazardous waste in any phase from management, operations, emergency response team or trainers, and site clean up. The course satisfies the requirements for generalized employee training under the Code of Federal Regulations, OSHA 1910.120 and State of California regulation 5192 Title 8.
Examples of additional training programs provided by the six statewide ETCs included:
Adult/Pediatric CPR (three sections provided):
The course provided individual will information to allow them to recognize and respond to emergencies, adult/child/infant CPR, and obstructed airway, blood borne pathogens, and universal precautions. Upon completion of the course participants were provided with a card valid for two years.
- First Aid Training (three sections provided):
The class provided training on how to identify and help control life-threatening situations. Content included recognizing signs, symptoms, and treatment of life-threatening illnesses and traumas. The class is recognized by the American Heart Association.
- 8 Hour: OSHA HAZWOPER Refresher - three sections provided:
Meets the requirements of Cal/OSHA 5192 and 29 Code of Federal Regulations 1910.120. This Course meets the Federal and State requirements of the annual refresher course to keep certification for 40 or 24 hour HAZWOPER workers current.
Topics included:
- Characteristics and Identification of Hazardous Substances
- Health Effects of Hazardous Substances Requirements
- Worker Protection and Safe Work Practices
- Principles of Emergency Response and Incident Command
Pollution Prevention Principles
- Adult/Pediatric CPR & First Aid Renewal:
This renewal course was provided for individuals who possess a current CPR/First Aid card or a card that has expired no more than 30 days prior to the day of class. Course content included a review of how to recognize and respond to emergencies, adult / child / infant CPR, obstructed airway, blood borne pathogens and universal precautions. Also included was a review of injury and illness assessment, signs and symptoms, and treatment for the following: allergic reaction, bleeding, cuts, burns, cold and heat emergencies, diabetes, drowning, fractures, head injuries, heart attack, poisoning, shock, seizures, stings, bites, stroke, and ticks. Course included a completion card valid for two years.
- Title 22: Hazardous Waste Management:
Hazardous waste management is vital to a healthily organization. This class provided current regulatory information to assist a business in being compliant.
Topics covered include:
- Regulatory Overview and Updates
- New Universal Waste Requirements
- Hazardous Waste Characterization
- Hazardous Waste Labeling and Identification
- Hazardous Waste Storage Requirements
- Manifesting
- Heartsaver First Aid A.E.D./CPR:
OSHA approved "Heartsaver" level first aid and CPR (both an AED and pediatric module are available upon request). Students who successfully completed the course were eligible to purchase an optional American Heart Association Heartsaver First Aid card. The course could be repeated as necessary to maintain certification.
- California Compliance School:
The training provided through the California Compliance School (CCS) is based upon the California Department of Motor Vehicle's "Traffic School" concept. In the CCS, hazardous waste generators would be allow certain violations to be "forgiven" by the Department of Toxic Substance Control (DTSC) upon completion of certain training programs. CCS course offerings included:
- Hazardous Waste Generator Training - five modules of education on
identification, law, transportation, recycling, permitting and more.
- Hazardous Waste Generator Refresher - a quick and easy update on regulations
and techniques for graduates of the Hazardous Waste Generator Training.
- 40 Hour HAZWOPER (two sections provided):
This 40 hour course provided federal and state certification for those who work with hazardous waste in any phase from management, operations, emergency response team or trainers, and site clean up. The course satisfies the requirements for generalized employee training under the OSHA 1910.120 and State of California regulation 5192 Title 8. A certificate and wallet card were issued upon completion of the class
- DOT 49 CFR Hazardous Materials Transportation - two sections provided:
Training topics provided in the course included:
- Using a Hazardous Materials Table
- Preparing Shipping Papers
- Marking, Labeling and Placarding Requirements
- Security Awareness and Site Policies
- Handling Emergencies and Notification
- Identification and Communication of hazards of Transportation
- Heat Illness:
This timely workshop was well received and comments were very positive. Topics covered in the training included:
- What is Heat Illness?
- Preventing Heat Illness
- Roles and Responsibilities of Supervisors
- Developing a Heat Illness Program
Overall, this was a very busy month for the ETCs! |
