EHS²/ETC Training Programs:

The Regional Environmental Business Resource Assistance Center (REBRAC) name has been changes to Environmental Training Center (ETC).

Several EHS²/ETC training programs or workshops were provided in the month of December:

A very timely training topic provided by the ETCs this month was a workshop titled "Adult/Pediatric". The course provided individual will information to allow them to recognize and respond to emergencies, adult/child/infant CPR, and obstructed airway, blood borne pathogens, and universal precautions. Upon completion of the course participants were provided with a card valid for two years.

Examples of additional training programs provided by the six statewide ETCs included:

  • Underground Storage Tank Designated Operator Exam Preparation (two sections provided):

    Designated Operator workshop is an 8 hour classroom based training, designed to aid individuals with their preparation for the California UST Operator Exam administered by the ICC. The training will cover UST systems, monitoring requirements, release reporting and recording requirements, facility inspections, and financial responsibility and record keeping requirements.

    Topics Covered Include:
    • Instructions on How to Conduct a Designated Operator Inspection
    • Examples of UST Monitoring Equipment
    • Questions similar to those you can expect to find on the actual ICC exam
    • Test taking techniques and Time Management Strategies

  • First Aid Training (three sections provided):
    The class provided training on how to identify and help control life-threatening situations. Content included recognizing signs, symptoms, and treatment of life-threatening illnesses and traumas. The class is recognized by the American Heart Association.
  • 40 Hour HAZWOPER (three sections provided):
    A 40 hour course providing federal and state certification for those who work with hazardous waste in any phase from management, operations, emergency response team or trainers, and site clean up. The course satisfied the requirements for generalized employee training under the OSHA 1910.120 and State of California regulation 5192 Title 8. A certificate and wallet card were issued upon completion of the class.
  • 8 Hour: OSHA HAZWOPER Refresher (three sections provided):
    This class is required for those who have completed a 40-Hour or 24-Hour OSHA training and want to remain certified. This Course meets the Federal and State requirements of the annual refresher course to keep certification for 40 or 24 hour HAZWOPER workers current. Meets the requirements of Cal/OSHA 5192 and 29 Code of Federal Regulations 1910.120. This training included lectures, table top exercises, and hands-on activities. A certificate was issued upon completion of the class.
  • Adult/Pediatric (two sections provided):
    The course provided individual will information to allow them to recognize and respond to emergencies, adult/child/infant CPR, and obstructed airway, blood borne pathogens, and universal precautions. Upon completion of the course participants were provided with a card valid for two years.
  • Ambulance Strike Team Leader (two sections provided):
    This unique training course is designed to prepare leaders in the ambulance profession (fire-based and non-fire based) for the role of ambulance strike team (AST) leader.
  • Child Care First Aid & CPR Refresher:
    Prerequisite: Valid Red Cross Child Care First Aid & CPR Certification. A review of child care first aid and CPR necessary to meet the CCR Title-22/CA EMSA requirements for child care providers was provided. The class may be repeated as necessary to maintain certification.
  • Adult/Pediatric CPR & First Aid Renewal (three sections provided):
    This renewal course was for individuals who possess a current CPR/First Aid card; or a card that has expired no more than 30 days prior to the day of class. An overview of recognizing and responding to emergencies, adult/child/infant CPR, obstructed airway, blood borne pathogens and universal precautions were covered. Also reviewed was injury and illness assessment, signs and symptoms, and treatment for the following: allergic reaction, bleeding, cuts, burns, cold and heat emergencies, diabetes, drowning, fractures, head injuries, heart attack, poisoning, shock, seizures, stings, bites, stroke, ticks, and more. Course included a completion card valid for two years.
  • Compliance School (two sections provided):

    The training provided through the California Compliance School (CCS) is based upon the California Department of Motor Vehicle's "Traffic School" concept. In the CCS, hazardous waste generators would be allow certain violations to be "forgiven" by the Department of Toxic Substance Control (DTSC) upon completion of certain training programs.

    CCS course offerings included:
    • Hazardous Waste Generator Training - five modules of education on identification, law, transportation, recycling, permitting and more.
    • Hazardous Waste Generator Refresher - a quick and easy update on regulations and techniques for graduates of the Hazardous Waste Generator Training.
  • Title 22: Hazardous Waste Management:

    Hazardous waste management is vital to a healthily organization. This class provided current regulatory information to assist a business in being compliant.

    Topics covered include:
    • Regulatory Overview and Updates
    • New Universal Waste Requirements
    • Hazardous Waste Characterization
    • Hazardous Waste Labeling and Identification
    • Hazardous Waste Storage Requirements
    • Manifesting
  • First Responder Operator Decon 8-Hour:
    The course was designed to prepare the student to respond to a hazardous materials incident in a safe and competent manner and to be able to function at an operational level. The course may be repeated as often as necessary for the purposes of certification.
  • Business Emergency Preparedness:
    Fifteen percent of businesses suffering a disaster never reopen. This workshop will focus on emergency preparedness from the two perspectives of protecting employees as required by CalOSHA and protecting the continuity of the business after an emergency event. Attendees will leave this workshop with the knowledge and materials to prepare before hand to mitigate damages and reopen as soon as possible.
  • Controlling Worker's Compensation Costs:
    The workshop included an examination of a businesses Injury and Illness Prevention Plan, general and business specific safety training, establishing and maintaining a business safety culture, and selecting a preferred medical provider. Also covered were injury reporting to management and insurance carrier, first aid claims, early return-to-work programs and how permanent disability comp claims interact with the Americans with Disabilities Act.
  • CPR for Healthcare:
    Offered through the training program, instruction for health-care professionals on cardiopulmonary resuscitation (CPR) and automated external defibrillation techniques according to the current American Heart Association standards were provided. Participants successfully completing the course were eligible to purchase an optional American Heart Association Healthcare CPR card.
  • Heartsaver A.E.D. Training:
    This course provided students with the basic skills and knowledge needed to recognize a victim in need of the Automated External Defibrillation (AED) device. Students also learned how to properly use the AED device. After successful completion of a written exam, students received an Adult CPR / Heartsaver AED card valid for two years.
  • Global Positioning Systems (GPS):
    An introduction to global positioning systems (GPS), including GPS theory, field collection of satellite-generated locational data, and computer entry and display of data were provided in this program.
All in all, a very busy ETC month!

Environmental Training Centers are an initiative of the California Community College system providing assistance to businesses in complying with Federal and California EPA, OSHA and Environmental, Health and Safety regulations.
