The minutes of March 10, 2000 were reviewed and approved.

 

Program Updates

San Diego REBRAC: Michael Hall

Michael Hall will be accepting a new position as Economic Development Director at Shasta College beginning July 2000.

The San Diego REBRAC will offer the following courses

Fire Protection Seminar

Pesticide Application State Exam

Laws, Rules and Basic Principles

DOT Training

Bloodborne Pathogens

Confined Space Entry

Pesticide CEU

ISO 14001 Workshops

The SD REBRAC will host a Safety Conference at the Marina Village Conference Center, September 19-21.

 

Central Valley REBRAC: (Wayne Cooper)

Total CCS Module Participants, March-May 2000 = 138

Includes Regular CCS Modules, UST, and new Refresher Course

Total Businesses Served, March-May 2000 = 24

Total Contract Education, March-May 2000;

40-hour Hazwoper Class = 8 Participants

Two 8-hour refresher classes = 76 Participants

24 hour Hazwoper Class = 23 Participants

Faculty Associates in Science & Technology (FAST) Program has started.

The 200 Instructors Resource Conference will be held in Salt Lake City, Utah on August 4 & 5 with the Board of Directors Meeting on the evening of Aug 3.

Currently 31 registrants

240 brochures have been sent to local industry (Utah)

Workshops are in the process of being finalized

The new webpage has been designed and is still located at http://www.compliance.org/westernpete this is where the REBRAC Directors can register for the conference.

Ann Boyce, Howard Guyer, and Rick Richardson will be at the National PETE meeting on June 18-19, 2000 in Denver, CO.

We are working on a draft business plan and will be presenting it to the Board of Directors on or before the board meeting at the conference in Utah.

 

Orange County REBRAC: (Bill Powers)

Bill reported on the site visit that Sandy Kirschenmann, Barbara Whitney and the economic development consultants had at REBRAC. Bill Powers took them on a tour of Penny Saver Corporation. He provided them a tour of the REBRAC Hazwoper training program and GIS facility.

Bill showed a short video clip highlighting REBRAC work at a local news station.

Bill lead a discussion about EIN number collecting

Orange County REBRAC assisted Oakley Sunglasses & Herbies Auto.

Bill led a discussion of GIS site map and marketing uses of GIS for REBRAC.

 

Mission College REBRAC: (Susan Barich)

Susan reported on their JDIF grant. Curriculum was completed for the following:

Technician Level 1 ? Site Sampling

Technician Level 2 ? Phase 1

Technician Level 3 ? Data Mapping

The current trainees will work for the East Palo Alto Site Assessments for Brownfields.

Currently there are 12 students in the program.

Recent survey work by the REBRAC showed 90-115 jobs in the local area of Environmental Health & Safety Technicians.

Susan Barich attended the MSHA Convention on behalf of the statewide ET committee. The California Community Colleges can deliver training for new MSHA (Mine Safety Health Administration) requirements. The following requirements were outlines

Site specific Hazardous Awareness

24-hour New Miner Training

4-Hour Introduction Training

First Aid and Respiration

Changes in laws affecting Mines

EH&S for new tasks given Miners

Truck Drivers are included

Susan gave the name of Cal OSHA contact (Willie Davis, (707) 447-9542)

Questions were raised on Union involvement.

Susan will work with Wayne Cooper to try to develop this new business area

 

North/Far North REBRAC: (Paris Greenlee)

Paris is working diligently with Dave Hodapp (CRC) to broaden the ET program.

They are working on developing new curriculum in the areas of energy and water.

Energy audits and Water Conservation audits may turn out to be a big business area.

Paris is also working on a new course on Computer Science for Environmental Technologists.

In the Far North area there is a need for ET trained technicians in the cleanup of abandoned lumber mill sites.

The REBRAC participated in Earth Day activities for the Sacramento Area.

Other activities included the following:

South Central Coast REBRAC: (Bob Peterson?s report given by Michael Hall)

We have been very busy this year; we are well over 1000 state certified and have a job placement rate of over 98%. The last class we had, there were three companies that came to the first class and hired all the students before the class began. They still needed workers so we added four courses this summer.

We have set up a partnership with UNOCAL and are doing workshops in Risk Based Corrective Action. We have done one at Cuesta College. We have one scheduled for AHE on June 28th and will have one in Santa Barbara later.

The new course we developed (Corporate Incident Command Management and Recovery) was a huge success. We partnered with the Santa Barbara Industry Association and gave the course to CEOs and senior management. The course was 8 hours, over two days. We did something really neat. We went to the businesses and took pictures of their facilities. As we did the tabletop for disasters and incidents, the CEOs watched as we graphically destroyed their facilities, in front of them, and then we discussed their recovery. We had the Fire Chief and the Red Cross as guest lecturers. One CEO had a corporate meeting the second day but canceled it to stay for the training. We will probably do a class per month.

We finished up the EMS Grant for this year ($203,000) with over 40 students going through the Academy for the first time. The HAZMAT training for the EMTs was significant and was so well received by the area that the college has hired a full-time EMS coordinator and a full-time ENVT coordinator. This is a huge leap for the program.

Last week we received notification, from Sacramento, that we will receive a $162,000 grant for developing a HAZMAT Technician program. Industry wants trained technicians and that?s what we are going to give them. This is a program developed, in partnership, with Cal Works.

 

 

AB 75

The group addressed the requirements of AB75 and what it would mean to the local colleges. Bill Powers talked about California Integrated Waste Management board and their website where information can be found. All REBRAC?s reported on how they are assisting their local colleges.

 

Student Internships, Job Placements

All the REBRACs reported on their improvements in this area. Michael Hall addressed the work Rio Hondo College has accomplished with their web based resume service to ET students.

 

Collaboration Projects

Bill Powers and Michael Hall gave information relating to a lead project they are collaborating together. The two REBRAC?s jointly applied for a Lead Assessment Grant where the two REBRACs would assess Lead dangers to local businesses. Bill reported on a problem that the district has with lead work. Michael Hall talked about the opportunity of other grants with outside agencies.

 

Strategic Goals Program

Bill Powers reported on the progress of REBRAC work with EPS on their Strategic Goals program. This program was looking for $4000 to help fund a conference for Metal Finishers in the Los Angeles area.
